I am being bombarded by over a dozen recruiters from all over the united states about a digital asset manager job in Boise. Is this a scam or is there really an open position?

Couple of things you can do. Check our career website of current openings. email them (or one of them) back asking if they have a job req # or is this for a future opening. I would also check that the person reaching out to you is a Micron recruiter. Most of us are on LinkedIn. If anyone is asking for a "fee" to represent you, this sounds like a 3rd party agency, and not a recruiter at Micron.
